What is CBAM?

CBAM, or Carbon Border Adjustment Mechanism, is a policy tool designed to address carbon leakage by imposing a carbon price on imported goods based on their carbon content.

It aims to ensure that domestic industries remain competitive while incentivizing global emission reductions.

CBAM will initially apply to particular products within the most carbon-intensive industries, such as iron and steel, cement, fertilizers, aluminum, electricity, and hydrogen. It will also include some precursors and a limited number of downstream products. For cement and fertilizers, only indirect emissions will be considered.

From October 1, 2023, until December 31, 2025, the transitional phase of CBAM will only require quarterly reports on the greenhouse gas emissions of specific products imported into the EU, covering both direct and indirect emissions.

However, from 2026 onwards, the purchase of CBAM certificates will be mandatory to cover GHG emissions, with the cost of these certificates linked to carbon prices under the EU ETS. CBAM will result in an additional cost for exporting to the EU market, which will be shared between the exporter or producer and could impact their marketing strategies. It is expected that other countries may also adopt policies similar to CBAM.

Shubhi Goel
Joint Secretary, Carbon Markets Association of India (CMAI)
Ms. Shubhi Goel is a Joint Secretary at Carbon Markets Association of India (CMAI). Her focus is currently on the carbon markets domain, where she studies the different market instruments present and the significance of their environmental integrity and boundaries.

Her work involves analyzing the design features for an effective and successful Emission Trading Scheme in India. She holds a Master’s degree in Climate Science and Policy from the TERI School of Advanced Studies and a graduate degree in Economics Hons. from the University of Delhi. Earlier, she was working with the Earth Science and Climate Change Division which undertakes research in various climate change fields at The Energy and Resources Institute (TERI). Her work broadly revolves around international climate policy, negotiations, cooperation, transparency, carbon market and climate finance. Her niche areas of expertise also include international climate finance, carbon markets, and industrial decarbonization.

How will the Bootcamp be conducted?All the sessions and activities will be conducted online.
